NFPE CENTRAL ZONE STUDY CAMP - VIDISHA (M.P.) 19th, 20th JANUARY-2013.
NFPE Central Zone Study Camp was organized at Vidisha (M.P.)from 19th to 20th January, 2013.In which about 175 delegates from Maharashtra, Gujrat,M.P. , Chhattisgarh, Bihar & Jharkhand participated.
On 19th January -2013, the programme commenced with the hoisting of the flags. National Flag was hoisted by Com. S.K. Vyas, President  Confederation of Central Government Employees and Workers and NFPE Flag was hoisted by Com. M. Krishnan Secretary General, NFPE.
1st Session started with “DEEP PRAJWALAN’ by all the leaders i..e. Coms. S.K. Vyas, M. Krishnan, K.V. Sridgaran, I.S. Dabas, Giri Raj Singh , R. Sivannarayana, P. Suresh, T. Satyanarayana, P Panduranga Rao and R.N. Parashar. Introduction of Zonal Study Camps was described by Com. R.N. Paashar, ASG NFPE and Welcome speech was given by Com. R.K. Chaubey, Divisional Secretary P-3 Sagar who was one of the main organizers of Camp. The session of 1st class was Presided by Com. I.S. Dabas Dy. Secretary General NFPE and G/S P-IV Union. Before commencement of class homage was paid to the martyrs by observing silence. Homage was also paid to Comrade O.P. Gupta Ex. Secretary General NFPTE by observing silence.
1st Class was taken by Com. S.K. Vyas, President, Confederation of Central Government Employees and Workers on the subject “Role of Confederation in Trade Union Movement” in which he elaborately described the role of Confederation since it’s formation from 1956 to till date. He stated that just after formation of Confederation, the demand was put before Government of India for setting up of IInd pay commission. All pay commissions from IInd to VIth were setup when Confederation raised the demands. He described the achievements obtained through various struggle including strikes 1960,1968, 1974 and at least one strike each year after 1992 and so many demonstrations, Dharnas, Rallies and Parliament March. The last Parliament  March of 26th July 2012 and One day Strike on 12 12.12 for 15 points charter of demands including settingup  of the 7th pay commission & 50% D.A merger has gained tremendous success. He also described the justification of all demands. After end of class he clarified and replied the queries and questions asked by the delegates.
2nd Class was taken by Prof. K.K. Thekkadath, Ex. All India President of All India University and College Teachers association on the subject “Present economic crisis and role of working class “in which he very elaborately described the role of Capitalism and its impact on working class and also present economic crisis and role of working class in resolving the same. He described capitalism and socialism in detail and relevance of theory of Karl Marx in this context. The lecture of Prof. K.K. Thekkadath was very much informatory and knowledge giving and deserves every appreciation. The session was presided by Com. Giri Raj Singh General Secretary R-III.
3rd Class was organized in the form of Seminar on the subject . Future of India Post in the Era of Globalization”. Shri D.K.S. Chauhan Postmaster General (B.D.) M.P. Circle, Bhopal attended the seminar as Chief Guest who elaborately described the challenges and opportunities before the Department of Post to compete with Courier Companies and efforts being made by the Government to make the department efficient, capable and technologically advanced by various policies. Com. M. Krishnan Secretary General NFPE and Com. R.N. Parashar Asstt. Secretary General NFPE also delivered the speech on the subject. The session was presided by Com. K.V. Sridharan Ex,. General Secretary P-III and Vote of thanks was given by Com. R.N. Parashar ASG NFPE.
IVth Class was taken by Com.  K.V. Sridharan on service matters and disciplinary matters who very clearly explained all the rulings and also described how the union leaders can work efficiently and effectively and can protect the interests of their fellow members after gaining knowledge and use of RTI.
The session was presided by Com. P. Suresh, General Secretary R-IV
Vth Session was presided by Com. T. Satyanarayana, General Secretary Postal Accounts Union. All leaders present in the study Camp i.e. Coms. R. Sivannarayana General Secretary P-III, Giri Raj Singh G/S R-III, I.S. Dabas G/S P-IV, P Suresh G/S R-IV, P Pandarangarao G/S –GDS Union, M. Krishnan, Secretary General NFPE,, R.N. Parashar, ASG,NFPE, R.K. Chaubey D/S P-IV Sagar (MP) delivered their speech on the issues effecting the Department and how the interests of Postal Workers can be protected by ways of struggles. All the leaders extended their greeting and thanks to all the comrades for making the 12.12.12 strike a grand success and appealed to make the 2 days strike on 20th and 21st February, 2013 on call of 13 Central Trade Unions endorsed by confederation and NFPE a historic success..
            On this occasion the website of Sagar and Jabalpur of M.P. Circle were launched by Com. M. Krishnan, Secretary General NFPE. The monthly Journal “ Sagar Post” issued from Sagar (M.P.) was also released by all the leaders.
Com. S.K. Nema Divisional Secretary P-III Jabalpur offered Vote of Thanks.
            At last Com. R.N. Parashar ASG, NFPE extended thanks and greetings to the Reception Committee headed by Com. R.K. Chaubey (Sagar) , S.K. Nema (Jabalpur) , Arvind Kumar Sharma, P.K. Trivedi, S.K. Vajpayee (Vidisha), R.K. Srivastava, R.P. Sharma(Rewa) and other Comrades of M.P. Circle particularly Jabalpur, Sagar, Rewa and Vidisha Divisions and  all Circle Secretaries  of NFPE unions i.e Coms. S.C. Jain(P-III), G.C. Joshi(R-III), R.K. Yadav (P-IV), N.R. Malviya (R.IV) , V.P. Ganak  Vice President CHQ-R-III who contributed their best to make the Central Zone Study Camp a grand success. The Reception Committee deserves all appreciations who made excellent arrangements of lodging , boarding and meeting.
The Camp was concluded with shouting of revolutionary slogans.

WHAT IS TRUE ....! & WHAT IS FALSE ....? THIS IS THE ANSWER .........*


GDS BONUS
NFPE HAS GIVEN THE CORRECT NEWS

MAHADEVAIAH GROUP FLASHED THE FALSE NEWS DELIBERATELY ON 10TH DECEMBER 2012 TO SABOTAGE THE 12TH DECEMBER 2012 STRIKE

MAHADEVAIAH GROUP GDS UNION HAS NOT GIVEN STRIKE NOTICE FOR 12TH DECEMBER 2012 STRIKE

1.   On 10th December 2012 when all are actively campaigning for the success of the 12th December 2012 joint strike, the Mahadevaiah Group GDS Union flashed the following news in their website -

“FLASH AND GLAD NEWS – BONUS FILE CLEARED BY FINANCE TODAY”
They deliberately gave publicity to this false news just to create confusion among the GDS and to sabotage the 12th December strike.

2.   After 12th December strike NFPE put the following news in its website.
“Regarding GDS Bonus the propaganda made by Mahadevaiah Group GDS Union is totally false. Finance Ministry has not approved the proposal for raising the GDS Bonus ceiling to Rs. 3500/- but returned the file without approval.”

(This news item is still in the NFPE website and anybody can verify it.)

3.   Now, after the 12th December strike, the Mahadevaiah Group GDS union openly admitted that the Bonus File is not cleared by Finance, but the File was returned to Postal Directorate without approval. Now in the website of Mahadevaiah group the following lines are written.

“FINANCE MINISTRY HAS SENT THE FILE BACK TO THE DEPARTMENT OF POSTS FOR SOME CLARIFICATION”

4.   Now let the readers and employees judge, who is right and who is wrong. Who is giving correct news and who is spreading false News. NFPE has given the correct News and Mahadevaiah group has published false news and subsequently corrected it after NFPE putting the correct News. They have lost their credibility and they are trying to cover up their ill motivated false propaganda by putting the blame on NFPE.

5.   It is an admitted fact that Mahadevaiah group GDS Union has not given strike notice for the 12th December strike. They tried their best to sabotage the 12thDecember strike. Their leaders have demanded the administration to take disciplinary action against those employees who participated in the 12thDecember strike. NFPE has already published one such letter in its website and anybody can read it.

6.   Can Mahadevaiah group GDS Union prove that they have given strike notice to the Secretary, Department of Posts, for the 12th December strike? Can Mahadevaiah group GDS Union deny that their leaders have not written any letter to the administration to take disciplinary action against those participated in the 12th December strike? Can Mahadevaiah group deny that the letter written to the administration by their leader published in NFPE website is a false one? No, they cannot.

7.   The issue of raising Bonus ceiling of GDS from 2500/- to 3500/- was an important item in the memorandum submitted by Confederation to the Hon’ble Prime Minister of India, Finance Minister and Cabinet Secretary during the Parliament march and also in the strike charter of demands of the 12thDecember 2012 strike served to the Cabinet Secretary and the Secretary, Department of Posts. Many MPs irrespective of political affiliation and also Union Cabinet  Ministers have written letters to Hon’ble Prime Minister to consider the demand of the Confederation. Further both NFPE and FNPO has jointly demanded the Government to raise the bonus ceiling of GDS. The Minister of States for Communications and the Secretary, Department of Posts, has assured the JCA leaders that the case will again be forwarded to the Finance Ministry with favourable recommendations. The Secretary, Department of Posts has informed the JCA leaders that Cabinet Secretary was also appraised of the matter. The efforts made by NFPE, FNPO and Confederation and the mass-scale participation of the employees (Departmental as well as Gramin Dak Sewaks) in the 12th December Strike has its own impact.

8.   The attempt of the Mahadevaiah group to project themselves as the only union for the GDS was thoroughly exposed in the 12th December strike and more than 80% of the GDS joined the strike call given by NFPE & Confederation, inspite of the fact that Mahadevaiah Group GDS Union has not given the strike notice and has not conducted any campaign programme to make the 12th December strike a success. More and more GDS leaders from Mahadevaiah group including All India office bearers are joining the newly formed AIPEU GDS (NFPE).  In the 12th December strike, the unity of the Departmental employees and Gramin Dak Sewaks was restored and those who are trying to divide the GDS and Departmental employees cannot continue their nefarious game any more.

9.   ACTUAL POSITION OF GDS BONUS

As already exhibited by NFPE in its website, the GDS Bonus file was not cleared by Finance Ministry but returned to Department of Posts without approvalThe reason stated by Finance Ministry is as follows -

Up to 2006 GDS were also paid equal Bonus on pro-rata basis along with regular employees. The One-man Committee (Nataraja Murthy Committee) appointed by Government has recommended that GDS are not eligible for equal bonus with regular employees and the payment made up to 2006 was unjustified as per the commission’s recommendations. This recommendation of the Nataraja Murthy Committee was accepted by the Government and Postal Board. Accordingly it was decided not to raise the Bonus ceiling from 2500 to 3500. After that the Department of Posts has not undertaken any fresh study to justify the payment of equal Bonus (3500) to GDS. Postal Department should conduct a fresh study by another committee and submit revised proposal justifying the payment of equal bonus to GDS. Such revised proposal, if any, submitted after fresh study will be examined by the Finance Ministry and if found justified will be considered for implementation from the next financial year i.e., 2013-2014. Regarding this financial year’s Bonus Finance Ministry is not ready to reconsider it. That means the Bonus for the current financial year (2012-2013) stands rejected. This is the stand of the Finance Ministry.

10.  Now the Department of Posts has constituted a Committee of officers to make fresh study of the case and submit fresh proposal to the Finance Ministry for consideration and approval. The Postal Board has assured the JCA (NFPE + FNPO) that the study will be completed quickly and fresh proposal will be submitted to Ministry of Finance. Definitely the JCA will take necessary follow up action.

11.  The anti-NFPE minded leaders of the Mahadevaiah group GDS Union should clearly understand that their repeated attempt to divide GDS employees and Departmental employees is not going to work any-more. GDS will stand with NFPE. NFPE will never misguide the employees, but will always stand by the truth. Please remember that

You are already informed that our GDS (NFPE) All India Conference is scheduled to be held in Chennai city, Tamil Nadu Circle on 21st & 22nd of March, 2013.

It our good fortune to say that all NFPE Unions of Tamil Nadu Circle shoulder the responsibility to hold the Conference in a very delightful manner with Com.K.V. Sridharan as the Chairman & Com. K.Raghavendran as General Secretary of the Reception Committee for this 1st AIC.

A meeting has been arranged on 31-12-2012 with the Participation of  important leadership and all Circle Secretaries of all NFPE Unions of TN Circle along with NFPE leaders to form a full-pledged Reception Committee in the Presence of Secretary General, NFPE and General Secretary, AIPEU-GDS(NFPE).
